Pre-cutover key packages were discarded; v2 ones replace them in the same reconcile.

Audience: owner. About the airdress as a whole. Only the owner receives it: the owner’s devices and the owner’s subscriptions.

A stored key package could not be inspected for its identity form, so the purge of retired forms left it in place. Carries the package’s storage id in hex, never the package.
